What are server licences?
Server licences are licences that enable the lawful use and operation of a server. They authorise the use of the server software itself – for example, an operating system (such as Windows Server), a database (such as Microsoft SQL Server) or a communications server (such as Microsoft Exchange). Without a valid server licence, the relevant software may not be officially operated. Modern licensing models separate the server software from the access rights – which is why additional client access licences are required.
What are Server CALs (Client Access Licences) used for?
Server CALs (Client Access Licences) are so-called access licences that determine which users or devices are permitted to access a server’s services. They are required in addition to the actual server licence as soon as clients connect to the server directly or indirectly, e.g. to retrieve files, read emails or use databases. Without sufficient CAL coverage, a company is in breach of licence terms and risks legal and financial consequences in the event of audits.
Different types of CALs
RDS (Remote Desktop Services) CAL
An RDS licence is required when users or devices access a Windows Server or centrally hosted applications/data via Remote Desktop Services. This licence is required in addition to standard server CALs and is also licensed per user or per device. RDS CALs must match the server version (e.g. Windows Server 2022 RDS CAL for Windows Server 2022) and cannot be combined arbitrarily.
What is the difference between a User CAL and a Device CAL?
User CALs allow a specific user to access server services from any number of devices. This is particularly useful for staff who work flexibly from a PC, laptop, smartphone or tablet. Device CALs allow access from a specific device, regardless of which user is accessing it – ideal for shared workstations such as shift work or kiosk terminals. The choice affects both licensing costs and administration: User CALs are suitable where there are many devices per employee, whilst Device CALs are suitable where there are few devices with changing users.
Server licensing models in detail
Microsoft Windows Server
Microsoft Windows Server is licensed according to a Core and CAL model:
- Server licence: Each physical or virtual instance of the server requires a licence, usually based on processor cores.
- Windows Server CALs: In addition, every instance of access by a user or device requires a corresponding CAL. Without a CAL, legitimate access is not possible, even if the server is licensed.
Microsoft SQL Server
There are two licensing models for Microsoft SQL Server:
- Server + CAL: The SQL Server is licensed, and each client accessing it requires a CAL.
- Core-based licensing: Core-based licensing for SQL Server is based on the number of physical or virtual processor cores. No additional CALs are required, which is particularly advantageous for highly virtualised environments or where clients change frequently. CAL licences are only required when the server is accessed, as is the case with SQL Server CALs.
Microsoft Exchange Server
Microsoft Exchange Server also follows the server + CAL model: each server instance requires a valid licence, and every access requires an Exchange CAL. Standard CALs cover basic functions, whilst Enterprise CALs can offer extended compliance and archiving features. CALs apply per user or device.
CAL Management & Compliance
Professional licence and CAL management ensures that the correct licence is in place for every instance of access and keeps organisations audit-compliant. This includes:
- An overview of existing server and CAL licences
- Regular licence audits
- Checking version compatibility (e.g. CALs are only compatible with the same or an older server version)
- Documentation of all access rights
Without effective management, there is a risk of licence breaches, the need for additional licensing or penalties.
Purchase options & licensing programmes for servers & CALs
Server software and CALs can be purchased through various schemes:
- Volume licensing programmes such as CSP, Open or Enterprise Agreements for larger organisations
- Subscription models with time-limited licences
- Perpetual licences (permanent licences) with a one-off payment
Each programme offers different advantages in terms of price, flexibility and upgrade options, e.g. automatic upgrades via Software Assurance.
